The Land and Building Tax Act B.E. 2562 (2019) replaced Thailand's old house-and-land and local development taxes. The person or entity whose name is on the title deed on 1 January of each tax year is liable for that year's tax, including foreign condominium owners.
Tax is assessed on the official appraised value determined by the Treasury Department, not the market price. Rates depend on how the property is used — agricultural, residential, commercial/other, or vacant/unused — with residential use taxed at the lowest progressive band and vacant land escalating if left unused over consecutive years.
Owner-occupiers whose name appears in the house registration book for the property receive a primary-residence exemption up to a value threshold set by the Act and royal decrees; investment units and second homes do not receive this relief, so foreign owners of rented condos should expect a small annual bill.
The local administrative organization (municipality or subdistrict administrative organization) issues assessment notices early in the year, and payment is normally due by the end of April, with installment options for larger amounts. Late payment triggers surcharges and fines set by the Act.
In practice, condominium juristic persons often coordinate collection notices for owners. Keep your mailing address current with the juristic person and the Land Office, and keep payment receipts — arrears surface as a problem at resale, when the transfer requires taxes to be settled.
